At Digital Leaders: Public Sector AI Week, Alan Blanchard, Business Director at TSO, explored how AI can transform dense regulatory documents into clear, user-friendly content that supports real-world compliance and understanding.
When regulatory content is unlocked from static PDFs and transformed into structured, machine-readable data, organisations can finally deliver it in smarter, more user-friendly ways. AI plays a key role in that conversion helping extract, organise, and structure information so it can be searched, linked, reused, and integrated into digital services.
A great example of this in action is the Bank of Mauritius project. TSO demonstrated how AI-driven transformation can make regulatory content truly usable. In this case, a 43-page PDF guideline was converted into structured JSON, allowing:
-Easy editing within a content management system
-Output into multiple formats (HTML, PDF, or other digital channels)
-Improved search and retrieval for end users
By converting “paper under glass” PDFs into structured, machine-readable data, AI enables better access, enhanced usability, and improved insights into complex information. This approach helps organisations move from static publication to dynamic communication - ensuring regulatory content is genuinely usable for those who rely on it.
