Building Regulations Publications

The Building Regulations apply to most new buildings in England and Wales, and also to extensions, alterations and to change of use of existing buildings. Building Regulations contain essential legislation and guidance for the building and construction industry.

Building Regulations (England and Wales) are Statutory Instruments and are approved by Parliament.

Building Regulations are designed to ensure reasonable levels of Health and Safety for people in and around buildings by providing mandatory functional requirements for building design and construction.

The Building Regulations help to ensure that buildings are inherently safe places in which to carry out a wide variety of activities. Amongst other things Building Regulations provide for buildings to be:

  • Structurally sound
  • Safe in the event of fire
  • Resistant to dampness and to the adverse or harmful effects of substances found in the ground

In addition, Building Regulations promote energy efficiency in buildings and contribute to meeting the needs of disabled people.

Building Regulations do not cover occupational safety and health issues which relate to the safety of working practices within the building.
